Can we download WebADI reports in HCM without enabling "Trust Access to the VBA project object model

I have a WebADI report in my R12.1.3 HCM environment that I would like to make available to all self service users.  (SSHR).

However, in order for the download to work you have to go into the Excel Trust Center and enable "Trust Access to the VBA project object model"

The IT desktop support folks are not keen on having everyone do that due to security concerns.  Is there way to make it possible to download that report without having to make that setting in Excel?
