Budgetary Controls are not defaulting on Project Type and It does not allow to add

We are on 12.2.5 version of EBS(upgradedfrom R12). We want to enable budgetary control on Financial Plans. Have enabled the Budgetary Control for Fin Plan at Project Type level. But when I create a Project Template, the Fin Plan added is not available. Further the system does not display any fin plan for adding. Please advise
