WO Hard Commit - F41021

We have items appearing in the F41021 with WO hard commit quantities when we do not have any open WO's containing those items.  We do run R3190 daily.

We do have a number of cancelled (91) WO's that have a parts list attached.  Could these quantities be coming from there?  I feel like I've read that R3190 would address that.

Digging deeper I'm finding that some of these canceled work orders already had some partial issues of materials.  Attached shows data from the F3111.  What would need to be done to the F3111 to clear the harc commit showing up?
