P4205 Error 0505 for Text Line

I'm on 9.2

I have a sales order that contains a 'text line' (T line type).

The text line displays at ship confirm P4205, however, when I attempt to ship confirm the line I am receiving Error 0505 Quantities must balance.

The text line was entered on the SO as qty (1).

I believe the issue is with the field in the first screen shot below entitled Quantity, which I believe is alias QT2? I cannot locate this field in F4211, nor determine how this is calculated/populated in P4210/W4210E?

It shows as blank but UORG is '1'.

At ship confirm I've attempted to enter a '1' as well and I then receive an error Overshipment not Allowed.
