After DAT refresh, Siebel HOME page UI is Blank

Team,

Imported DAT from lower environment, now getting login page and logged in with credentials, getting blank page.

Below tasks completed for DAT refresh, every tasks completed without any error:

1) Imported DAT (repimexp)

2) ddlsync (ddldict & ddlimp)

3) Full compiled srf,

4) genb script generated.

Env Details:

Siebel V: 8.1.1.11 Patch13

Webserver: IIS 7.5

DB:Oracle 11g r2.

Application UI : Open UI

When observe browser navigation in developer tools it goes to following path:

Navigated to http://10.140.250.20/service_admin/start.swe?SWECmd=Login&SWEPL=1&SRN=w4rmNOHbimVinG3FLzaarluVysa5m8cvtGpUApPoZZQb&SWETS=1488937930658
