When modifiers are manually or automatically applied to a sales order line with a specific discount

When modifiers are manually or automatically applied to a sales order line with a specific discount -- users are able to override that percentage even when the "override" is not eneabled on the Modifier.

is it help full : profile: OM: Discounting Privileges ?

I tested it without override check-box still that Application method like 'New price or Rate' are not greyed out.
