MRP messages for 2nd level demand

We have some items that are stored in two branch plants and shipped out of a third to the customer.  These items are purchased items and we use ST/OT to move from one to another.  Most of the items we have setup this way are working as expected but we have a couple that are not.

Essentially a customer order would be placed on 3304.  A ST/OT would be created to get the product from 3309 and if 3309 does not have inventory then it would be replenished via ST/OT from 3313.  If 3313 does not have inventory it should create a message to order more from the supplier.
