How is the Delegate LOV get populated in the JE approval workflow as names missing a

We tried to delegate a JE to some user in the journal approval workflow, but a lot of the names are missing. We are not using the Oracle Amount Limit as a criteria for approval, instead we build a hierarchy table for the approval chain.
