Projects PSI form doesnt show Approved cost budget amount

Hello Expert, We have just setup the UAT environment. I realized that the converted and new projects budget is not reflecting on the PSI screen even after running the refresh/update project summary amount programs.  Budget fin plan type is of "Approved cost Budget" and that was working fine in dev environment but not in the new UAT environment.

I tried to look into the budget accumulation tables(PA_PROJECT_ACCUM_BUDGETS) and to my surprise the amount is not populating here also.  Actual cost is reflecting fine on both PSI screen and 

PA_PROJECT_ACCUM_ACTUALS   table.
