Can one inventory organization be LCM & EAM enabled at the same time??

Can one inventory organization be LCM & EAM enabled at the same time??

issue is that we have one store and one organization in actual but in oracle we have 3 different orgs LCM,INV & EAM. this way we need to use inter org transfer every time to keep our on hand qty in main inventory store..with is a hectic task for our users.. please advice.. I even asked the same question from oracle implementers and they said this is the standard functionality. Can anyone plz explain me why it has to be three separate?
