What is the effect of cpu_count <> default when instance_caging = off?

Hi, DBAs

This is Oracle 11.2.0.4 and 12.1.0.2, RAC on Linux x86_64.  We started down the instance caging path, but did not actually set instance_caging to ON.

Now I'm finding database instances where cpu_count is not the default setting; it's a lower value than default.  Is there any effect to setting cpu_count, but not setting instance_caging to ON?
