ECO created with a change order type always creates Bill of Material in Engineering

Hi,

I configured a change type with option "Used For" selected as Engineering and Manufacturing. When I create an ECO with this Change type it always shows Bill Type as Engineering and it creates Bill in Engineering. In Configuration it gives option as Engineering and Manufacturing but only Engineering option is available when creating ECO and don't have any option to select Manufacturing.

Can someone provide details on what is the purpose of option "Engineering and Manufacturing" in Change Type configuration.
