After upgrade Siebel to IP2016:unable to bring up all the components

Upgrading Siebel 15, patch 13 to IP 2016:Unable to bring up the components

1)Installed Siebel gateway, Siebel Server, Reconfigured-SWEAPP

2)Upgraded Database

3)Performed repository merge

4)Resolved Conflicts

5)Applied physical schema(upphys)

6)Compiled srf

7)changed the enterprise param password

having an issue bringing up all the components. I don't see any issues in SCbroker,srbroker logs
