I would like apply this patch 25186354 to improve my performance ofr OEBS 12.1.3

hi OEBS's gurus,

     I have to apply a patch,25186354 , to improve my performance of OEBS, about upgrade my statistics with database in version 11.2.0.3.

I read the readme and if I understand I have to :

      1 - "_plsql_conditional_compilation"=true in my spfile but for it I have to read the note : ( refer note 338821.1)

then I do not find this note. where may I find it ?

      2 - afterwards for  FND_STATS what are the parameters for the statistics I have to set up to execute the statistics of my database OEBS.

           ALL, 0, , NOBACKUP, , LASTRUN, GATHER AUTO, ,
