How to create All Other Intercompany Account

Oracle Financials 11.5.10.2

I am trying to setup Intercompany Accounts for a new Set of Books in a different language.  When doing this, it is requiring me to enter a line with "All Other" as the Company.  When I try to save it, I first get a Note saying "The maximum size for the segment Company is 3.  Truncating value All Other to All."  After clicking on OK there, I get an Error saying "Value All for the flexfield segment Company does not exist in the value set TPC_COMPANY".  It won't let me save this form.  We have this setup in a different
