PO_PORECON, Receiving Optional and Not fully Matched

We are encountering issues with the PO_PORECON app engine not completing PO's that are set to amount only and receiving optional. We have many PO's that are set this way and end up forcing them to complete through the buyer's workbench manually . The message indicates that the PO isn't fully matched, review of PO activity summary shows the dollars are matched, but the quantity isn't.

I reviewed PeopleBooks and searched for similar encounters, but didn't find much.

PeopleBooks only references Receiving Required

What should be happening when a PO is set to receiving optional? is this a Bug?
