Creating Draft Purchase Orders

So I've been asked by multiple of our companies for the ability to do a "draft" Purchase Order.  I've tried multiple ideas and even discussed with Oracle Support and found there really isn't a way to accomplish what I thought was a simple thing and Oracle has said that they have not really had such a request.  Let me lay it out in simple terms and what I have tried.  I'm curious if any companies have found a solution.

The basics of the request were "we want to create a PO that does NOT go out for Approvals (if needed) and stays at a status that we can edit it before we "release" it to be Approved (again, if needed).  They want to be able to create these PO's while they are still getting information coming in (such as price changes or other needed things).  Once they have everything, then they "release" it to go about it's normal process.
