Can siebel be monitored using OEM13C

We have been trying to monitor Siebel using OEM13c for some reason Siebel targets cannot by sync with Monitoring template collection though being part of administrator group.

Siebel targets do not appear in the administrator group despite of adding them to it.

Is any one monitoring Siebel using OEM13c and are able to generate SARM logs ???

it would be great help if some one can share some info.
