Why patch information is missing in EBS 12.2?

We are on EBS 12.2.4 and AD/TXK 7

When trying to apply patches(20439180 and 19782999), adop triggered the below message and the patches are not applied.

Applying patch 20439180.

    [WARNING]   Skipping patch 20439180 as it has already been applied.

    [WARNING]   You can reapply a patch by adding restart=no and abandon=yes to the adop command line.

Applying patch 19782999.

    [WARNING]   Skipping patch 19782999 as it has already been applied.

    [WARNING]   You can reapply a patch by adding restart=no and abandon=yes to the adop command line.

I checked the ad_bugs and ad_applied_patches tables and did not find these patch details.

Also tried the below query to check whether the patches are applied or not and the query output confirmed that the patches are not applied.
