Development during on-line patching phases...12.2

We are currently in the process of upgrading to 12.2 (testing phase) and trying to understand possible implications for developers who may be working at the instance which is in various stages of on-line patching.

Can development/customizations be happening during those phases? If so should it be happening targeting the "run" or "patch" instance?
