How to prevent users from changing unit of measures on items with transactions

Although changes at the item unit of measures are not supported from JDE, users occasionally do it.

Is there any functionality at the system to prevent users from changing unit of measures on items that already have transactions ?

Our JDE1 application version is 9.0 with tools version 8.98.4.2
