How can you increment a value in a Quality Plan based on Data entry in another plan

Hi,  Here's what I need to do.  I have a Quality Plan that is tracking a particular Mold Tool quality results.  It will start out with a status of tight which is an input that the QE user enters.  When the number of records at the tight status reaches 15 records QE needs to be notified that the status can now change to normal until there is a defect found.  I have set up another collection plan that keeps track of the mold tool and the count.  What I need to do is to increment that count every time a
