Siebel Email - Connect to POP3-Exchange over TLS

I am trying to implement the solution for connecting to POP3-Exchange over TLS using "Unable to connect to POP3-Exchange 2010 over TLS. (Doc ID 1538700.1)"

The document describes replacing siebsrvr/BIN/sslcnapi.dll with siebsrvr/BIN/SSEP/sslcnapi128.dll.

I have just installed Siebel IP16.10.

The file siebsrvr/BIN/SSEP/sslcnapi128.dll does not exist.

Does anyone know if there is a new solution for connecting to POP3-Exchange over TLS?

Is there something else I need to do to get the sslcnapi128.dll file?
