Creating multiple line items from the same Order Level Adjustment?

I have a requirement to add tax lines to an order using an order level adjustment.  The tax line is using a formula to calculate the tax, however there need to be multiple formulas, as the base rate for the tax can be different depending on the type of item.

Has anyone setup a single order level adjustment that can create multiple lines on an order, depending on the type of item?

Example:

1) New line 1 could be "Tax Payable - Wheels"

2) New line 2 could be "Tax Payable - Seat"

3) etc.

Can I get this from a single order level adjustment?
