ESSO implementation with EBS R12.2.4

We have a client who has EBS 12.2.4 and interested in implementing ESSO? Due to license cost for OAM and OID which I believe are mandatory for OSSO (11gR2), client is not inclined for installation of OSSO, can we integrate ESSO with EBS R12.2.4 without OAM and OID?
