Oracle locators Vs Oracle Spatial

Dear Gurus,

Client is on R12.2.4 and wants to use oracle locators instead of spatial for Linear asset map visualizations. Per documentation Oracle Locator is a scaled down "free" version of Oracle Spatial.

Please advise if Oracle locators can be used instead of Oracle spatial for discrete and linear asset visualization.
