Fresh R12.1.1 update to R12.1.3 doesn't show correct version when finish

Hi

Did a fresh R12.1.1 installation and applied 12.1.3 patches afterwards. Now I would expect to see version 12.1.3 in the help menu or fnd_products tables......but I still see 12.1.1......is that normal behaviour?
