Vertex Tax file upload in error

We have done partial implementation for US USE tax for 4 states, no we are trying to upload the Tax file  from Vertex assuming new Tax ,tax rates and other things will get created on it's own, but this is getting errored out .Can you please suggest what could be the  reason
