New deployment server for JDE 9.20

Microsoft Windows 2012 R2 Operating system running on VMWARE

Microsoft Visual 2010 RTL

I am building a new deployment server for JDE 9.20. When attempting to login to the JDEPLAN environment I receive errors than it could not load environment JDEPLAN. I then receive an error than JD Edwards could not sign you on. Install logs for E1LOCAL show no errors.  The follow is a subset of the jde.log:
