WITHHOLDING TAX AT PAYMENT TIME

Hello,

We are the follow issue:

When we do the invoice  and query the "Invoice Distribution withholding" by icono Tools, the invoice have withholdings tax.

When we do the payment is not take the withholdings tax generated in the Invoice Distributions

Why is happened?

We hae Oracle version 11.5.10

And the setup in Payables Option = Apply Wtihholding Tax "At Payment Time"
