Receive error message "Error 0 in Microsoft OLE DB Provider for Oracle"

I have an application that ran on Windows 7 with Oracle 12 as the backend database.  New client machine is running on Windows 10.  Reinstalled application and Oracle 64-bit ODAC software.  Now I receive "Error 0 in Microsoft OLE DB Provider for Oracle"  when attempting to open application.  I can connect to the database via Oracle ODBC connection.  I'm thinking I should probably be sending this to Microsoftt but I thought I'd start in the Oracle forum.  Any help would be greatly appreciated.  I've been working this problem for 2 days.
