Uploading quality collection plan data

Hi all,

Is there any efficient way to upload the quality collection plan data? Data upload including all the possible details such as,

•collection plans with elements,

•transactions and triggers,

•element values,

•actions for elements ,

•action rules and action rule details

I am facing an issue dealing with uploading multiple collection data between many test instances. Each time i have to go through lots of manual tasks. I tried using i setup, collection plans,elements,transactions and triggers can be copied this way.How ever collection element values,actions and action details were not get copied this way.

For an example for some collection elements ,there are emails to be generated based upon the values selected (yes/no) for that element. Within that email there will be a unique email body
