Inter-org transfer Intransit Type allows duplicate shipment number when simultaneously done

Hi Experts,

We have tried to transact inter-org transfer using same shipment number. The system allowed the same number to be entered since this is not yet existing. Then we enter transaction lines and tried to save the intransit shipment and both were successful until it was received. Shouldn't there be validation that will disallow the second shipment since it will cause duplicate shipment number? Is this standard functionality or we are missing a  patch here?
