Changing approval route code in branch/plant constant

Can we change the approval route code in the banch/plant constant so that all future changes to a PO will use a different route?

We have processing option #1 in section 10-Approvals set to 3 for P4310.  We would like to be able to change the route code for the branch/plant so that any future changes to POs (or creating new POs) will route with the new code.  My initial test did not give me the results I expected.  A new order will use the new route code, but existing orders seem to use the old code.
