Upgrade to Siebel OpenUI suggestions

Hi Experts,

We are currently on Ip2013, on HI.

We are planning to move to OpenUI, can you guys suggest whether IP2013 should be good here, or we should upgrade to IP15(we are not yet ready to give up on HI)

I remember there were some performance related fixes in IP15, can you guys please help with those on what were fixed(Doc Id's or any documentation), so we can check whether those are applicable here or not and take a decision
