Not able to view accounting under tools

We are using EBS version 12.2.4

For one of our custom responsibility that we have created, we are not able to make the receiving transaction summary for to view accounting. Even though the receiving transaction summary form is oracle seeded.

I have found two note on this site and followed the document and did what was mentioned, but still not able to get this working.

Gurus, any ideas? What others would be an issue here? Please advise. Thank you.
