FSG Report restrict to a responsibility

I want to restrict one FSG report to a responsibility. In other words, user should not be able to run that FSG report in "Program Publish FSG Report" concurrent.

I have tried using a "Definition Access Set" but it will restrict that report for all other responsibilities as well. I used "View" privilege for both "Definition Access Set" and "Definition Access Set Assignments".

How to restrict that report for that particular responsibility??
