Getting an error "Order Activity Rules" invalid on Actual Cost Work Orders R31804

When we run R31804, we are occasionally getting an error that says "Status Invalid for this order type"

When we check the status of the Sales line and the work order all are correct.

There are multiple lots produced from a single work order

There are variances on the material issued to each lot as there are significant conversions from Finished Goods primary UOM (SQ IN) to Manufacturing UOM (EA) and back.   As well the BOM generates variances as the major material's primary UOM is LB
