Profile AR: Use APPEND Hint

In 11i EBS /9i database there was no profile AR: Use APPEND Hint, now in R12 EBS/10G database I can see this profile and it is not setup by default, it seems for some app packages I saw that if the profile value is not setup - it is defaulted to Yes in a package.

Question:  how this profile is used, recommendations for the setting? Is it used in R12 for refresh the snapshot procedure and it has to be setup?
