Preventing the use of STAT accounts for financial data.

We would like to prevent the use of STAT accounts for all transactional data.   We have an occurrence where a user raised a requisition using an account designed only to be used for Statistical data.   As a result financial transactions were posted to this  account on receipt of the PO and creation of an invoice.   

How can we ensure that our STAT accounts record units of measure data only.
