R12 -Transacting Lot and Serial together in Transact move order in a WMS ORG

Does anyone know why the Serial button is greyed out when trying to transact a Lot and Serialized part number in a WMS ORG?  I allocated the Lot first, then went to allocate the serial number for that part and the serial button is greyed out.  In our WMS ORGs, we do not auto allocate serial numbers.

Is this a Bug?  It worked fine in 11.5.10.
