Can't access web of Oracle secure backup.

Reinstall and instabll Oracle secure backup by root user.

However, Can't access web of Oracle secure backup.

I check log /usr/tmp/observiced.log and seen error: Note: non-network trouble communicating with administrative observiced -UUID not found (OB cached object manager)
