OSC 4.3 installation in Solaris 11.3

I am installing OSC 4.3 in Solaris 11.3. As soon as i install the cluster pkg, i get below error and seems like cluster software is giving problem.

Can anyone help me on this issue please.

I have referred link https://docs.oracle.com/cd/E56676_01/html/E56678/ch2install-5137.html#scrolltoc to install.

Error as below:

root@bdbl-ebdb-srv01:~# svcs -x

svc:/system/cluster/cl-svc-enable:default (Enabling the cluster userland services)

State: disabled since March 12, 2017 06:46:04 PM BTT

Reason: Disabled by an administrator.
