Oracle Forms have vertical scroll bar and not showing last record

We have a custom form and retrieving the data from view in the data block. It have vertical scroll bar and suppose have 53 records after going to 50 records it is not showing another 3 records even after clicking vertical scroll bar.

Please suggest how it can display all the records when clicking on vertical scroll bar.
