oem 12.1.0.5 has many oracle 12 databases with down status that are NOT Down

We are running Oracle on Windows.  the oem is version 12.1.0.5 monitoring oracle 12c databases on windows 12 r2 server. 

many of these databases are showing up in oem with red down status but they are up and fine, so I can't figure out why oem thinks they are down.

Any ideas on how to resolve?
