1094C - IRS Submission Error on Cert of Eligibility Selected

We were able to get our ACA XML file accepted with errors by the IRS last night, and we had several SSN issues to follow up on.  But we also had 2 new issues we've not had before regarding the Certification of Eligibility.  Last year we used the Section 4980H Transition Relief.  This year, it is limited to plans that span a calendar year, and we don't have those so it does not apply.  Without any relief, we are meeting the minimum essential coverage offer for all 12 months, so I'm understanding that the Cert of Eligibility doesn't really matter for us (?).
