Tools Only 9.2.x Upgrade causes JDB2100022 messages in logs

If you've done a tools only upgrade to tools 9.2.x, and your application level isn't 9.2 yet, you are probably seeing these "JDB2100022" messages in your windows client logs, and package build kernel logs.  What is causing them?  The new tools is looking for configuration information for the enhanced database security feature that is included in tools 9.2.x.  Unfortunately, you have to have Apps 9.2 in order to do the configuration.  The new tools  will complain about the configuration being missing, but you'll be unable to satisfy what it's looking for until you upgrade to Apps 9.2.  All the objects
