Finally Closed Purchase Orders not creating reversal encumbrance in GL

Client is finally closing a purchase order in oracle purchasing and Oracle Docs state that when this is done, the encumbrance is reversed automatically in GL.

Has anyone seen this not happen at all as our client has finally closed a PO and the encumbrance reversal hasnt been created?
