OTM is not honoring leg level constraint for non primary leg. I have also modified the planing parameter (BULK PLAN ORDER MOVEMENTS BY LEG CLASSIFICATION = TRUE) to include leg level constraint for planning. Is it a known bug or am I missing something in configuration?
