Custom NERS failed to build after upgrade to 9.2

We have recently upgraded from 8.10 9.2 (via 9.1),but all the custom NERs are failing to build.It appears that they are excluded in the build process.The Custom NERs exist in F9860 and F9861.

I dont see these NERs are generated and here are the errors from log file.
